For many months now the women’s group in Shkoder, led by Elida, have been working through their Broad Based Organising methodology, to ensure that the street leading to the school, Shkoder, Mes I Ri, is safe and has traffic lights which protect the children as they cross the road. A negative response has been received from the Mayor. The group decided to take it further and made a request again to DARRSH in Tirana, in cooperation with the legal Aid which was given for free. After ten days we received a partially positive answer, it was said, in terms of signaling, it is not in our competence to open lights at this point of the road even though we agree with this action. Unfortunately this must be taken as a positive action by the Municipality of Shkodra. It was agreed that DARRSH would collect a group of professional workers to study the terrain and draw the cost, and then send it to the Municipality to realize it. As we were not certain as to the actual reality of this action by the Tirana officials it was also decided to give all of this information to the Minister of Infrastructure and Transport and request that all of these procedures are explained more carefully to us. In this way we felt we would better understand the situation and become more informed to address the top decision makers. We felt that these people often do not know or are unaware of what is happening around them. We continue to live in the hope of receiving a positive response.
